| On June 13, 1958, the Library and Museum known as the Walter Cecil Rawls Library and Museum was dedicated for the use of the people of Southampton County and nearby communities.
Mr. Walter Cecil Rawls, our founder, born in Southampton County and crippled by polio at the
age of 18 months, dreamed of a central library that would serve the
people in his native community. A well known philanthropist, in his later years he was able to found and endow the
library. Now a Regional Library System we serve four
counties and one city with nine branches and a bookmobile. The
system name has recently been changed to the Blackwater Regional Library
System. Headquarters is located at the Walter C. Rawls Library in
Courtland, Virginia, along with the Courtland Branch.

MISSION
STATEMENT
The
Blackwater Regional Library System provides a variety of library
resources, access to innovative technologies, and a well trained and
motivated staff to improve the quality of life and meet the
informational, educational, and cultural interests of the region.
With
an emphasis on excellence, our staff consistently delivers high-quality
service to make everyone’s experience with the library as easy,
pleasant, and comfortable as possible.
We create an environment that encourages reading and learning
while we promote and expand library use to all patrons in our service
area.

Our Policies
Library Cards: Library cards are free for first issue, $1.00 for a
replacement of a lost card.
Proof of address is required at the time of registration.
Renewals: Library materials may be checked out for 14 days and renewed three times if no
one else is waiting for the item. Patrons may return or renew their items at any of our Branches.
Patrons may also renew by phone.
Fines: Each overdue item from the adult collection has a fine
of $.10 per day. Each overdue
item from the juvenile collection has a fine of $.05 per day. The fine on overdue videos
and DVD's is
the same as other materials.
Interlibrary Loans: We share resources with universities,
colleges, and other libraries through
our interlibrary loan program using an online system called OCLC, to order materials
our library does not have. Request forms are available at the circulation desk of each branch. There
is no
fee for this service. There is a charge for requested census microfilm
from out of state.
Internet Use: All of our branches offer patron access to the
internet.
The Internet User Agreement must be read and a card
signed agreeing to the terms the library
has set forth.
